windows 8.1 problems with optical drive and eject button

I have recently installed Windows 8.1, but the optical drive nor the eject button seems to not be working. I've ran the setup.exe from the USB. I've gone into the Device Manager and checked if there were any unknown devices under DVD/CD-ROM;however, there was no tab for DVD/CD-ROM. I own an early 2011 MacBook Pro with built-in Optical Drive. Is there anything I could do to properly run the optical drive/use the disc eject button?

MacBook Pro (15-inch Early 2011), OS X El Capitan (10.11.3)

If the Optical drive works correctly in OSX, which rules out hardware issues. If you Scan for hardware changes, does it show up correctly in Device Manager?

Can you insert a CD/DVD when booted in Windows and see if it spins up the disk?

Has your MBP's logic board been replaced during any Apple recalls?
