Links not working

Links not working in Mail, Safari. Both freeze up.

iPad Mini, iOS 9.3

For the present, holding on the link and bringing up the contextual menu provides Open (or if already in Safari, Open as a new tab) which work.

Scratch that. Worked once, but now it just freezes.

Restore doesn't work - at least you cant click from google or e mails. But do seem to be able to click through to internal pages once on a given website. This is SO rubbish.

System has been restored since updating to iOS 9.3.1
