IOS 9.3.1 is out...
I just updated my iPad Air 2 and everything went fine. I am updating my iPhone 5s now. This is to fix the Safari link bug.

Updating the iPad now. Looks to be a very small download (OTA).
I don't know about cutting edge. I am more of a cutting cheese kinda' guy. 😝

iPhone 6 and iPad Pro updated fine to 9.3.1, but I was not having any issues with 9.3 so can't say that anything has changed for my devices. Will do the iPad Air 2 and iPhone 5 this evening when I get home.
I wasn't having any issues either, but I suppose it's best to be proactive, just in case.
I can confirm it's working correctly now on my iPhone 6.
Will update the iPad Pro later although it was not affected by the link issue.
Every other response on the forum seems to confirm that 9.3.1 is the cure-all

iPhone 5s and iPad mini 4 updated (one for now) with seemingly no issues (I never had the "links" issue to begin with). I kept the mini 4 at iOS 9.2.1 just for the sake of waiting for the 9.3.1 update. Hoping this update doesn't somehow bite me in the wrong place. 😉
