Just received my new iPad Pro 9.7". It came with ios 9.3 and I believe the battery widget was present..I recall seeing the battery of the Apple Pencil when I initially setup.
I quickly upgraded to 9.3.1 and now do not see battery widget. I do have Bluetooth device paired, the Apple Pencil which works fine but no battery widget. Not sure if this is an iOS 9.3.1 problem or not.

A restart solved this problem in my iPad Pro.

Swipe to notifications. The battery life for the pencil will show up even if is not plugged in as long as it has been paired.
Brand new iPad Pro 9.7, iOS 9.3.4. Came looking for the disappearing widget symptom, having used it for about a week now. Found the pencil was Not Connected in Bluetooth settings, needed to be plugged into the Lightning port,and pairing re-occurred. Power widget became available instantly.

Same problem; I plugged the pencil back into the iPad Pro to pair and the widget reappeared.
