How to fix Bluetooth problems IOS 9.3.1?

After updating my iPad Mini 4 to IOS 9.3.1, all of my Bluetooth pairings are gone, and Bluetooth itself just spins and doesn't connect.

You may have to reset the iPad (press and hold Home and Sleep/Wake until Apple logo appears), or "Reset Network Settings" (Settings> General> Reset). Neither will cause data loss, but try that and then re-pair with your devices.

There should be a pairing button on the Bluetooth device you're trying to connect. You need to hold that button while iPad is searching for devices. I think your iPad has forgotten the Bluetooth devices you were using. The search for devices only finds devices that are already paired. So you need to connect each device as if it was new.

same issue with iPhone 5c. go to Settings -> Bluetooth and the wheel keeps spinning forever. never get to see the screen with previously paired devices and searching for devices.

on top of that the iPhone 5c keeps forgetting the time, being off anywhere from 15 minutes to 18 hours. tried both 'Set time automatically' and 'manual'. within 30 mi - 1 hr, the time will be off again. weird behavior. if this was a computer I would say bad CMOS battery but I don't think the iPhone has such a thing. the regular battery still holds power for 8-10 hrs per day, depending on usage.

THank you for your comments Diana but your really not understanding my problem. My iPad hasnt forgotten the devices previously connected because I have never been able to find any devices on my iPad so it had nothing to forget. Also no, there are no pairing buttons, I know how to use Bluetooth it's not as if I've never used it. I do know what should be done. I'm going to leave this discussion because I don't seem to be getting anywhere.
