hello!
this past weekend i had to delete several apps so i could have the available space for photos and videos.
that served its purpose and now i want to add those deleted apps. when i try to reinstall some of those apps, i keep getting the icloud icon and the apps will not download.
i have 4.7 gb of available storage and my wi-fi signal is strong.
any suggestions would be greatly appreciate.

Here’s another version of what the person above said -- to reload an app that you’ve purchased, but either removed from your device or want on a new device. Not positive that it’ll work in all cases, but it did for me...
App Store issues can sometimes be solved by a force refresh. In the App Store, tap any of the items on the bottom (Featured, Top Charts, Explore, Search, or Updates) ten times quickly. The App Store will turn white for a few seconds and then it should return to normal.
Try going to Settings > General > Restrictions > and make sure there are no restrictions keeping you from downloading or installing apps.

i have done the force refresh after each suggestion i receive.
i tried what you suggested by pressing the app store bottom buttons. like you said, it did change to all white momentarily. i noticed that my update icon temporaril lost the "1" but that has since returned.
i still cannot download those apps i deleted.
interestingly enough, none of my current apps need updating yet that update icon has a "1" showing?

i checked my restrictions and that was set to "off".
since my initial posting, my available storage has increased to 5.6 gb, so i dont believe it is an available storage issue.
tthe apps im trying to add again( redownload / reinstall onto my phone ) are instagram, facebook, facebook messenger, evernote and a few others.
to clarify things a little more, when im in the app stores update purchased apps area, those apps im trying to download again have the cloud and the down pointing blue arrow next to them. i press on that cloud/arrow. sometimes that changes into the circle like it will start to update or download but then that quickly changes back to that cloud/arrow icon again. other times that cloud/arrow doesnt change after pressing it.
as for everything else on my phone, that stuff seems to be working or loading as normal. its just this issue with downloading those apps i deleted.

Have you tried just restarting the phone? I've had that issue in the past and just restarted the phone and it works.
yes i have tried that and typically that does work, however it is not working with this issue.

Have you tried the following?
Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. You will not lose anything.
Then sign out of the iTunes Store and sign back in.
If that does not work you may have to do a System Restore. First backup your device using iTunes. Then import your photos to your computer and copy all important data. Try restoring from backup first and testing it. If it does not work you may have to restore as new again and reconfigure from scratch. For this reason it is important to have your photos and data saved separately from the backup.

Guys in my case was missing an IOS update.
Go to SETTINGS>GENERAL>SOFTWARE UPDATE.
Actually my syster found the solutions 🙄
