I have upgraded to 10.11.4, I can no longer see videos in Safari (9.1), I can see what to change. the error message I get is

What you are saying is confusing. Is Safari open in a Private Browsing window? You will have a dark address field if this is the case. This should not be happening by default.
Were you able to access and play the video before upgrading? What system did up upgrade from?
The Private Browsing window will have a dark address field. If so, then that why you got the message. Check to see if safari always opens in the Private mode. That should not be the default behavior.
Where do i find that, looked in “General”, Security and private, don’t see anything about opening in “private window”

The way that is stated it sounds like the view file's privacy settings. You had better ask the site support personnel about that.
FWIW, the site is just not Safari friendly. Some sites aren't.
Understand; however, if that was true, then when I click the reload button, it would never load correctly. Hitting the reload button seems to get me access.

No clue. I had a chat with Apple tech support just yesterday about a site that would totally lock up one's computer if you opened it in Safari.
Safari works (or not) in mysterious ways. 😎
Well I will just chalk it up to a quirky issue and know if i run into it i can go to Firefox and get what I need. At least I now I am not the only one who is having the issue.

I'm certain there is a reason. I don't happen to know what it is. But yes, Firefox works. as does Chrome and Opera.
