Songs downloaded through Apple Music will be part of the subscription; you won’t get individually charged for them, but will need to keep paying for the subscription to be able to play them.
Songs downloaded outside of Apple Music need to be paid for normally.

Step 1:
On an iOS device, this is the iTunes Store. You don't want to be using this.
This is the Music App, you want to use this to find and download music.
Step 2:
1. Within iTunes, click on "For You" or "Browse."
2. Click on things until you see something you like.
3. Notice the red + sign to the right of that? Click on it to add the song to your library.
If you see a price instead of a +, you’re in the wrong place. You will never see a price when you download music from Apple Music.
4. Now it will have a cloud next to it. All your devices will show that song as being in your music library. You can stream it for free.
5. If you want it on your device, so you can play it on the subway or when you have no WiFi connection & don't want to use cellular data, just click on the cloud to download it.
Alternate Step 2:
Instead of using the For You or Browse tabs in the Music app, you can also use the Search tab and type in any song or artist you want. The Music app will show you results that match your search criteria (so long as Apple Music has your song in its library - it usually has anything I look for). As above, songs should have a + sign on the right, not a price.

Same in my case, i downloaded a music in my phone and whenever i play it, they're still a bill coming on me. So i try this month not to play it, i didnt received any charges!... 😤
