Appears to be fixed now. I was able to download the dictionaries. This appears to have been an Apple server issue.
Yes! The problem gone away. Now all dictionaries shows when I select "Manage" and I was able to download dictionaries I need.

It looks we have pushed Apple to run dictionaries service for iOS 10 earlier than they planned. Or they removed blocking of it for non iOS 10 devices. 😉
In any case I would like to thanks to Maxim and all who raised hands and participate in pushing Apple to fix the problem!

Yes, you're right. It is an Apple server issue and they have fixed it! Checked it out just now by clicking on Manage and all the dictionaries are back!
Thanks so much to all who got Apple to fix the problem. Am so relieved I didn't have to do a reset and restore. (I didn't go back to Apple Support on Twitter anymore for that diagnostic test; I was afraid I might end up doing a restore which would be useless. He, he...)
The problem was solved by updating of the iOS to 9.3.4 and then changing region or language or both (i change both and get references to download all dictionaries.
I think that Apple support team have heard us)
