contact Support in the country where you are (and which is therefore the country on your account) and see if they can reset them for you : Contact Apple for help with Apple ID account security

If your country isn't on that page try this form to contact Support : https://www.apple.com/emea/support/itunes/contact.html

Cannot Reset Security Questions

We don't have sufficient information to reset your security questions.

I have the same problem since I create the account for more than 5 years ago. I have also contacted apple support and filled out the form as instructed. Well, Apple has no way to fix that if you don't know at least an answer for a security question. This is ridiculous since I have the password of Apple ID and full access to the current email. Apple should provide some ways to fix this.

I know this is an old thread but I have the same exact problem! I added 25 dollars to my account and tried to purchase something where it then asked for my security questions. I forgot them so I tried to reset them, and it just kept sending it to my old iPad that I forgot the password to. I contacted the support, was on the phone for 3 hours and in the end all they tell me is “find out the password to your old iPad and then reset your questions.” But I can’t even do that now because it’s popping up some not enough sufficient information when I try to reset the security questions now. How irritating. Anyone know how to fix this?

If you refer this reply, then surely I have requested for help, but not received anything. Please help how to reset security question or what additional information that you need to reset the security questions.

By the way, another input.... my iPad is showing FaceTime calls are blocked as well. Dont know whether these two issues are relevant and will help in further investigations.

"You need to ask Apple's Account Security team to reset your security questions. To contact them, clickhereand pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submitthis form."

'ashkan238' is a fellow user i.e. the person that you've just replied to. If you've received an email from these forums it's because you've requested them. If you no longer want emails go to your account's profile on ere and turn off emails e.g. click on your name top left (if logged in) and click Preferences on the popup (you might need to toggle emails on and off) - or this should take you straight there : https://discussions.apple.com/user-preferences!input.jspa
