Advanced Region Format disappeared in iOS 10

There used to be a setting under General -> Language & Region -> Region Formats: Advanced where I could set according to which language a date, time, number and currency should be displayed. That setting disappeared and no longer allows me to have English as the main iOS language yet display dates, numbers, time and currency according to my local French Canadian standards (i.e. international standards).


For example, I get :

Tuesday, September 13, 2016 instead of Mardi 13 septembre 2016

$1,234.56 instead of 1 234,56$

4,567.89 instead of 4 567,89


I was able to get the time is 24-hour format under the Date & Time pane but since updating to iOS 10, we can no longer set formats to a language other than the main iPhone Language like past iOS versions allowed. Why!?

Indeed, advanced region format options have been removed in IOS 10, essentially breaking a very important feature crucial to most people living in a multi-lingual locale. This is the kind of pointless dumbing-down of the system that is utterly infuriating as it does not in any way improve the IOS experience but in fact creates usability hurdles for people who need and count on such features. I suspect that Apple figures that by not allowing people to set region formats independantly from the language, they insure a more consistent UI. I also suspect that for most, this is a non-issue as they never used the feature. But as a french canadian, this is truly a huge problem for me. At the very least, Apple should simply add all region sub regions (such as Canada-french) as options within the region selector in the IOS 10 region settings.

How did you get a different preferred language and iOS language? Running iOS 10.1 and changing the order of preferred languages changes the whole iPhone language to whatever whatever is selected on top. It doesn't seem possible to have one language selected as the "iPhone Language" and another on the top of the "Preferred language list"
