Advanced Region Format disappeared in iOS 10

There used to be a setting under General -> Language & Region -> Region Formats: Advanced where I could set according to which language a date, time, number and currency should be displayed. That setting disappeared and no longer allows me to have English as the main iOS language yet display dates, numbers, time and currency according to my local French Canadian standards (i.e. international standards).

For example, I get :

Tuesday, September 13, 2016 instead of Mardi 13 septembre 2016

$1,234.56 instead of 1 234,56$

4,567.89 instead of 4 567,89

I was able to get the time is 24-hour format under the Date & Time pane but since updating to iOS 10, we can no longer set formats to a language other than the main iPhone Language like past iOS versions allowed. Why!?

:( The iOS Language is English (US), and then Prefered Languages listed: (prefered language), and then English. It worked for my Phone.. Had iPhone 6 previously, and didn't have this problem. Now, on the 7, i solved it this way.

Why I can't find Syria in region formats?

There is a lot of countries I never heard before, but Syria no ! Like never existed

That only works because iOS doesn't have any Estonian localization. If it did, putting this at the top of your list would change the language of your device.
