iOS 10 phone app locks up

I upgraded to 10.1.1 and was told this would fix the problem. Nothing has changed. My phone app hung 4 times this week. I am forced to quit the app and reload it. What is this Apple?

I'm going to try this but it ***** because now none of my outlook contacts are on my phone.
