I have a 32 GB iPad and would like to install IOS 10. My iPad is on 9.3.5 and when I try to update get a message that the software is up to date.
iMac (27-inch Late 2009), OS X Yosemite (10.10.5)
What gen iPad is it ? The second and third gen iPads don't support iOS 10

If ipad 2 is not supported why is it that my ipad 2 a1395 16 gb was able to update to os 10 then this ipad 2 a 1395 32 gb would not be updated and be stuck on os 9.3.5?

Older iPads (Original 2010 iPad, iPad 2, 3 and 1st gen iPad Mini) are ALL ineligible to upgrade to iOS 10.
Does that mean we have to get a new IPad?

No. It means you can't update the software on your iPad. If it still does what you need it to do, there's no reason to get a new one.
