Steps:
1 Settings -> Passcode
2 Find switches under 'Allow Access When Locked'
3 Try to disable 'Home Control' (Slide it to left to make the switch white)
4 It pops back and remains green(enabled)
5 Other switches function as intended.

My phone is on the same version and does not work for me.
After an extensive call with Apple, including sending in huge gigabytes of diagnostic data from my phone, they admit it's an ongoing problem for some users. They had thought the issue was fully resolved in the 10.1.1 update. They've promised to contact me after the next update to see if it gets nailed then.
So some work and some don't...what a joke. I'm already becoming disillusioned with Apple, things like this are just edging me closer to Android!
