background app refresh all turns on by itself. it happens again and again even after manually turning most off.

found a weird issue, background app refresh all turns on by itself. even after manually turning most off, it just turn all back on automatically. the warmer phone tells me and I have to turn most of them off manually. but after sometime, it happens again.

btw, the top bar disappears occasionally as well.

above 2 issues never happened to me before iOS 10. i am on iphone5s
