Updating to iOS 10 with Windows XP

I have an older PC with Windows XP, Media Center, SP3 (cannot afford to update or buy a new PC...on disability 8+ yrs). It has iTunes 12.1.3.6 installed. Every time I try to update my iPad or iPhone to iOS 10, iTunes indicates that I need iTunes v12.1.2 and offers me a button to download it, but when I click it, nothing happens.

Where can I download this version of iTunes for Windows XP?

iPhone 6s, Windows XP, iTunes 12.1.2; iPad

You know Kyle, it's all well and fine to say that to people who can afford to have all the choices in the world because their finances allow for it. I'm not one of those people.
