It's an issue with the TSS server. It gives the following output:
Sending TSS request attempt 1... TSS server returned: <html>
<head><title>403 Forbidden</title></head>
<body bgcolor="white">
<center><h1>403 Forbidden</h1></center>
<hr><center>Shield</center>
</body>
</html>
Basically, it's on Apple's side. It's NOT an issue with your devices. Just wait a little while for them to fix it.
Getting the same issue for my Ipod. Cannot reset to default settings or return to a former OS setting. Now stuck with a paperweight until Apple gets this fixed. Very frustrating.....

Having same thing. My wife's got disabled when our son entered her passcode wrongly too many times. Now trying to restore with itunes and I get same error.
