It's an issue with the TSS server. It gives the following output:
Sending TSS request attempt 1... TSS server returned: <html>
<head><title>403 Forbidden</title></head>
<body bgcolor="white">
<center><h1>403 Forbidden</h1></center>
<hr><center>Shield</center>
</body>
</html>
Basically, it's on Apple's side. It's NOT an issue with your devices. Just wait a little while for them to fix it.

I’m having this issue too with my iPhone 7 on iOS 11 in the UK. It’s not my computer as it does it on all 3 of my computers in the house.
Oh great, trying to resolve another issue, support recommend a restore...now I can't do that because of this error. Not having good luck.
I've tried restoring both with a PC and a Mac, so it's definitely not just a windows issue

Can confirm I did not get the error on my mac, but I did on Windows 10 with the latest iTunes.
