It's an issue with the TSS server. It gives the following output:
Sending TSS request attempt 1... TSS server returned: <html>
<head><title>403 Forbidden</title></head>
<body bgcolor="white">
<center><h1>403 Forbidden</h1></center>
<hr><center>Shield</center>
</body>
</html>
Basically, it's on Apple's side. It's NOT an issue with your devices. Just wait a little while for them to fix it.
how did you solve the problem? I have this error too now.
I have this problem too - now I have an ipad air and a mini2 that are dead and won't come on. This error is not listed in apple's solutions

now i can't restart/restore/update my ipad code 3503... help please nothing work

nothing helped

Having the same issue, did all of the usual things, the device is still stuck in recovery mode with no help from iTunes. Was upgrading to iOS11.
