Sierra Scroll Wheel Not Functioning

When I turn the mouse scroll wheel one increment at a time the computer does not react at all. I could scroll slowly 100 times, and the computer still wouldn't react. I have to turn the wheel several increments rapidly so as to scroll on screen. This means that it is virtually impossible to slowly scroll through a document, or to zoom smoothly in Vectorworks & Photoshop etc.

3rd Party software instantly solves the problem (e.g. USB Overdrive) but is causing compatibility issues with Vectorworks, so I have had to uninstall.

I'm using a Macally Bumpermouse, but the problem is identical with Dell, Logitech and Acer mice too.

Has anyone found a solution here? Seems like a real issue with Sierra.

If you mean the wired Apple Mouse perhaps the scroll button is dirty?

I'm not ruling it out if there is an actual mouse in this mouse, but I the 10.12.2 is live and in the store if anyone wants to validate a possible fix.

I've been running the release of 10.12.2 since yesterday. I think I must be misunderstanding what the mouse issue is as far as Apple mice anyway.
