want to DISABLE Location Services and Share My Location in IOS

I want to DISABLE Location Services and Share My Location on iPhone 6S but am unable to do it. I have disabled Location Services for each app but cannot turn off Location Services and Sharing because it is 'greyed out'. Can someone please advise.

iPhone 6s, iOS 10.1.1

Thanks. I appreciate the info. Clearly security is precisely why the Location Services issue is important to me and why this entire discussion began!
