Go step by step and test.

1. Disable Extensions and test.

Safari > Preferences > Extensions

Uncheck boxes beside “Enable Extension” and test.

Enable Extensions one by one and test.

To uninstall any extension, select it and click the “Uninstall” button.

2. Delete Caches

Close all windows and quit all applications.

Hold "option" key down and click "Go" menu in the Finder menu bar.

Select "Library" from the dropdown.

Library > Caches > com.apple.Safari

Right click the com.apple.Safari file and select "Move To Trash.

Test Safari.

3. Delete Cookies

Safari > Preferences > Privacy > Cookies and Website Data...:

Click the “Manage Website Data” button.

It will take a while for cookies to show up.

Remove all cookies.

4. Delete com.apple.Safari.plist file and test.

Empty the Trash.

Quit all applications.

Hold the option key down and click the "Go" menu in the Finder menu bar.

Select "Library" from the drop down.

Library > Preferences > com.apple.Safari.plist

Right click on it and select "Move it to Trash".

Restart. Relaunch Safari.

If this doesn’t help, “Put Back” the com.apple.Safari.plist

Right click on the Trash icon in the Dock and select “Open”.

Right click on the com.apple.Safari.plist and select “Put Back”.

If the above doesn't work, try running this program in your normal account , then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. On the screen with Options, please open Options and check the bottom 2 boxes before running. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.

I am going through the same issue. Up until I upgraded my mac desktop from El Capitan to Sierra, Walmart page will not load. NO other site yields this ridiculously annoying problem. I have called Apple Care but no avail I am getting the same issue as you. Like you I only get text no images at all. After reading the suggestions by others, I literally became dizzy because there is something going on here. I finally decided to leave it as it because 99.9 % of the times I can navigate and load any site but NOT Walmart. Instead I have to use my iPad which ironically works just fine. I just wish my desktop could return to the good ole days when I could easily order from Walmart. I now know I am not the only one going through this nonsense!!!............
