My notifications seem to disappear quickly. How can I see a whole day of notifications? Also, can I see notifications by app? I thought that was a feature and I can't find it anymore.

I also followed the path you posted but on my iphone, with the latest OS version installed, there is no reference to history. There is an area that refers to previewing notices but no mention of a history.
I’m going to try to restate the OP question in my own words.
It’s all about wanting to view and act upon notifications which have already been cleared, either by accident or whatnot.
In my case, I tapped on a notification from the Email app, and then the app for some reason failed to actually open that particular mail. Searching in the app has not found the mail.
So to me, if I could get that notification back, even though I cleared it, this may be a path to get to read that email.
There are other situations when I would have liked to see old notifications that were already cleared.
So that is the OP question as I understand it. None of the snarky answers (lookin’ at you, “bit bucket”) seem to have grasped the actual question.
But then why in the Notifications settings is there a toggle for “Show in History,” if no history? Or where is this history?
Maybe Apple’s definition of history is different than I understand it to be.
Have you checked Settings>Notifications><name of app>>Show in History and made sure it's turned on?

To answer your question, no. There is no way in iOS to see older notifications that have been dismissed.
The app that sent the notification may keep a log, but its not part of iOS.

Yes, in fact many of us understood it.
For example, see my response above from February 23:
Once you tap on a notification so that it opens up the app, it's gone. It's not saved anywhere. There is no "Notifications History".
