I turned on my iPad and got a message that "Your phone number is now being used for FaceTime on a new Apple Watch. If you recently signed into "MyName Apple Watch" you can ignore this notification. How is my phone number being used for FaceTime on a Watch? And how? Thank you.

The notification means that the Apple ID that is signed into on the iPad, has been used to set up a new device.
Is it a family iPad and/or shared Apple ID?
Did this letter actually display your name? If not it is probably a phishing message, ignore it and don't click on any links in it.
This is a valid notification that comes onto the phone, it is not a letter in an email
