There is likely to be some issue with your payment method that needs to be resolved.

Visit https://www.apple.com/support/itunes/ww.

Choose your country.

Scroll all the way down and click Get support.

Click iTunes Store.

Start typing "Contact iTunes Store Support to complete this transaction" and click the suggestion when it appears.

That should get you through to this set of options. Pick one.

Creating an iTunes Store, App Store, iBookstore, and Mac App Store account without a credit card - https://support.apple.com/HT204034 and related document: iTunes accounts for students - http://support.apple.com/kb/HT5114. Only works for new accounts! You must follow the instructions exactly. Hi Limnos,

Would you care to snag a link to this post Re: Payment method which gives a workaround that should work with existing accounts?

If you are trying to use an iTunes Store for a country where you do not live, you are violating terms of agreement anyway and probably can't expect any help.

http://www.apple.com/legal/internet-services/itunes/us/terms.html#SERVICE - "Our Services are available for your use in your country of residence (“Home Country”)."... " Any other use of the Services and Content is a material breach of this Agreement. Apple may monitor your use of the Services and Content to ensure that you are following these Usage Rules."
