Restrictions can remove the facetime app icon, however my child can still go to the contact app and click on the facetime link next to the contact. How can facetime be blocked all together, in other words how can I remove the facetime links from the contact list or block incoming facetime calls?

This isn't what the customer needs. This just restricts use of the FaceTime application and the customer already tried this. If you do this on your own iPhone, you will see that you can still make and receive FaceTime calls from the Phone application when FaceTime is disabled in restrictions. I even attempted to delete the application and you're still able to make and receive FaceTime calls in the Phone application.
The only solution I've seen, is to turn it off under Settings > FaceTime, but it can easily be turned back on.
Simply turn off. Settings/Facetime then turn off
I believe turning it off was my first suggestion. I'm confused.
Exactly the problem I have, facetime can still be used even though it is disabled in restrictions.
