Update:
I was wrong about running iOS 10.3 on the iPhone - I was still running 10.2.1. Updating to 10.3 resolved the issue - the Activation successfully verified that the Watch needs to be updated to the WatchOS 3.1 and is doing so now. 🙂
I also hard-rebooted the watch prior to trying another Pairing (holding both the Digital Crown and Side Button). I don't know if this also helped.

Hi did you fix your problem? I have the same problem. I have a Apple watch sport 42cm
All those only work if it is already paired, the issue is with an old watch on a new phone not yet paired.
Solution is to update to iOS 11. seems like you cant pair any watch with ios 10 anymore cause it wants to update, but 10 cant update to watchos4... totally ***** for pre iPhone 6 users. (like me)
I never got mine working. Still says 2.0 and will not pair.

for me, using a phone with iOS 11 solved the issue. So i would highly recommend updating!
But someone say that even she/he updated it into iios 11,it's still the same..nothing happened..
