Although this is a workaround, it is not a solution. Does anyone know if Apple are going to rectify this? Do they even know this is a bug of some sort?

Totally agree. I just updated to macOS 10.12.5 and still doesn't work!!!

I also got this solution to work providing that your browser remains on the secure attachment. Also my iphone6+ opened it with absolutely no problem, just as Safari did before it was improved!

Thank you so much. It made my life easier otherwise every time I was struggling with this problem and used to open FireFox and then copy paste link to open.

This pdf message does not have the option to open in a new window since its in my personal govt account inbox. sigh

Just "The "Right Click" on the link and open in a new window.
