That is a strange view, with a great deal of extra space between icons. I don't see that with my iPhone. I have an iPhone 7, with iOS 10.3.1, but I have the exact view that tt2 has.
I've tried that, I removed all the others and tried it with the basic but it still wasn't their
I wonder if that Bitmoji keyboard interferes with the Apple emoji keyboard? That could be the cause of your problem, but it is hard to tell. I'm not aware of seeing an issue like this before.

Bitmoji has been implicated in a lot of emoji issues lately. Delete all your third party keyboards, restart your phone and see what happens.
