2GB data usage from System/Time & Location?

Hey folks, I need some help with this. I have an iPhone 6s Plus, and it seems to have an excessive usage coming from System / Time & Location. The screen captured below show 2.1GB of System - Time & Location data usage with the last statistics reset from 4/13/17, which is pretty ridiculous given that it's 1GB per month! Another phone is on the same family plan, and that one shows 170MB with the same last reset date. Also, I have another AT&T phone for work, and its last reset was 7/5/2016, and Time & System is only showing 195MB.

Can anyone offer a hint at what's causing this usage? I thought this is the basic stuff used by the network to track the phone and sync time?

I had the same problem - when I drove between Home and work, Time & Location was using almost a megabyte per minute. Tried various changes in settings that didn’t help. Finally I went to Privacy > Location Services and set various apps to while-using or never (pay special attention to the ones with a purple or gray arrow because it means they’ve used Location data recently) Then I drilled into System Services on that page and turned off location-based alerts, ads, and suggestions, as well as share my location and popular near me. Time & Location cellular data usage for a drive to work dropped from 25 MB to 0.1 MB. I haven’t tried to track down which change(s) had the most impact, but the changes haven’t caused any problems so far, so I’m not very motivated - just happy not to be wasting money on data that does me no good
