How to reset forgotten Notes password on iPhone

Even when I change my password for notes I can’t log in the ones that are locked... how can I get in those

I wrote a different password as they ask for in settings and it says it’s changed, now when I go back in notes it’s still asking me for the old password

Previous locked notes are not accepting the new reset password.

The new note password is only for new notes.
