See the following from Keep your notes secure with password-protection - Apple Support

If you forgot your notes password

You can unlock a note only when you enter the password that it's locked with. If you forgot your password, Apple can't help you regain access to your locked notes.

You can reset your password, but this won’t give you access to your old notes. It will, however, let you password protect any notes that you create from that point forward with the new password. This could lead to you having multiple notes with different passwords.

If you have multiple passwords, you can't tell which password you should use when you look at your notes in the Notes list. When you open a note locked by your old password but enter your current password, you'll see an alert that you entered the wrong password with a hint for your old one. If you then enter the correct old password, you get the option to update that note's password to your current one.

Reset your notes password

When you reset your Notes password, it doesn't delete or change the password of your notes that are already locked. If you have a note that uses an old password, you can update it to the new password when you enter the old password, remove the old password, then apply your new password to the note.

On your iPhone, iPad, or iPod touch:

  1. Go to Settings > Notes > Password.
  2. Tap Reset Notes Password.
  3. Enter your Apple ID password.
  4. Tap Reset Notes Password again.
  5. Enter your new password and password hint.

On your Mac:

  1. Open Notes.
  2. In the menu bar, click Notes > Reset Password > OK.
  3. Enter your Apple ID password.
  4. Click Reset Password.
  5. Enter your new password and password hint.

Forgot to say I went to nots in settings not the note app on phone screen. First go to settings. Scrolled down to password, clicked on password and it opens screen where you can turn on face id for notes. If you have face id set up already your good to go . Close setting and open notes. It ask you to unlock the note. When you touch that face id takes over and your in. Im doing this on a iPhone XR. Don’t know if other phones work the same. Im new to Apple phones. Have a nice day.

After a while of you putting in the password wrong they’ll ask you if you wanna use facial recognition if you have a facial recognition on the phone as for if you don’t I’m not sure quite how you reset it but all mines asked for is my facial recognization if I wanted to use it and I clicked yes and it just scanned my face and I was able to get him back to my notes

That’s because the solution proffered is neither not “official or endorsed.”

Think about it.

Apple already provides a VERY solid security architecture; complete w/ user controls and encryption. (which DOES have a “recovery” process)

If a user decides that that the Apple-provided level of security is insufficient for his purposes; there IS the means to add YET ANOTHER LAYER via an EXTRA password …i.e. over-and-above what Apple’s “system” provides.

However, “retention and recovery” of this “extra” - outside of Apple’s ecosystem - password is now a user responsibility for obvious reasons. (i.e. if the user “trusted” Apple’s system, he would not have felt the need for the extra password)

I had this problem until I randomly tried something new - So if you let Apple save your password for your other accounts (the option where Apple saves it so you don’t have to enter a bunch of times), the Notes app gives you the option to use them. So I just decided to try random passwords and it worked! Once I got into my Note, I immediately unlocked it and reset the password. Who knew my Notes app password was the same as my FitBit password???

It is a shame that we can’t open or reset password on our iPhone after forgetting of misentering the password. We’re human & forget or make mistakes.

I suggest finding and old phone & back up old phone that may have your old notes...you can then retrieve them without locked password and copy them. Not sure this helps but, that’s what I plan on doing with several screenplay ideas which I lost due to the face that Apple Support wasn’t able to assist. 😕

that really *****!!!! if we reset the password, the old notes should be reset too. like it's our notes, Why would you do that if we forgot !!!!

If a password can be reset by you, it can be reset by someone else. This is a measure for your security, which Apple takes quite seriously. It's just like if you forget the passcode to your phone, you can reset it but only by wiping the phone.

I hope this helps someone else. I struggled with this VERY frustrating issue for days and then happened upon a very unexpected fix. When I finally gave up and decided to just delete the locked notes I couldn’t access, I received this screen:

I could’t believe it! So, I said yes and of course it used the Face ID to delete it but wouldn’t give me that option to open it! Lol Make sure you have went into your settings and reset your Notes password. Then all I had to do was select the recently deleted folder and choose to lock them again. This locked them with the new password.

Why did they make it like this? Why is a forgotten password for a locked note completely irrecoverable? Is this deliberate design, or something looked over and never fixed?

No on here can speak for Apple. However, a password that is recoverable is a password that can be cracked. So, my guess is it's intentional. The passcode to your phone is also not recoverable.

⭐️⭐️⭐️⭐️⭐️

This actually worked for me! Thanks!!!

My locked note was in the On My iPhone 'Notes' folder (not in iCloud, so no access from other Apple gadgets), with a prompt I failed to decipher (obviously trying to be too clever when I created it...) and without a Face ID option to open it.

So when I moved it to Trash and enabled Face ID to do so (as you set out), I was able to see the unlocked note in the Recently Deleted and took some screenshots of its contents, just in case 😜

I then moved it back to the On My iPhone 'Notes' folder where it stayed unlocked so I could copy the contents into a new note.

Deleted the original dodgy locked one afterwards... 👍🏻
