See the following from Keep your notes secure with password-protection - Apple Support
If you forgot your notes password
You can unlock a note only when you enter the password that it's locked with. If you forgot your password, Apple can't help you regain access to your locked notes.
You can reset your password, but this won’t give you access to your old notes. It will, however, let you password protect any notes that you create from that point forward with the new password. This could lead to you having multiple notes with different passwords.
If you have multiple passwords, you can't tell which password you should use when you look at your notes in the Notes list. When you open a note locked by your old password but enter your current password, you'll see an alert that you entered the wrong password with a hint for your old one. If you then enter the correct old password, you get the option to update that note's password to your current one.
Reset your notes password
When you reset your Notes password, it doesn't delete or change the password of your notes that are already locked. If you have a note that uses an old password, you can update it to the new password when you enter the old password, remove the old password, then apply your new password to the note.
On your iPhone, iPad, or iPod touch:
- Go to Settings > Notes > Password.
- Tap Reset Notes Password.
- Enter your Apple ID password.
- Tap Reset Notes Password again.
- Enter your new password and password hint.
On your Mac:
- Open Notes.
- In the menu bar, click Notes > Reset Password > OK.
- Enter your Apple ID password.
- Click Reset Password.
- Enter your new password and password hint.
I had a 6S and purchased an XS. I had a few notes locked and forgot my password. The hint did not even help me unlock my notes. I went into settings/notes/reset entered new password and then reset. Is there another step after I do that because I still can’t get into my locked note?

How do you cut and paste notes?
What does that have to do with the topic of this thread?
See this article for information on how to edit text on an iOS device:
I have the same problem and I am very sad!! I thought it was a smart thing to have password on notes, but if we forget or in our case, change phones, we can't get our notes back! Those notes were really important to me and even Apple can't help! :(
My last phone which was an iPhone 6 broke so I had to get a new one. I just got the iPhone XR and now I’m trying to get into a note that’s locked and I forgot the password because I’ve gotten used to using the touch id to get into it so now that I have this new phone it’s asking me to put in the password that I don’t know and I have some important stuff in there. Is there any other way I can get into it?
See this is a great answer and everything BUT!!!!!! What has happened to me is I went from the 6+ using the fingerprint-to the XR using facial recognition. Therefore I cannot unlock my password protected document where I SAVED ALL OF MY DEGGUM PASSWORDS FOR BILLS ETC!!!
I do not believe APPLE THOUGHT THIS THROUGH! So now I am screwed. Thanks APPLE!!!
I have kinda the same problem, except I dont remember creating a separate password for my notes. I have always opened and closed these notes with fingerprint, not with my passcode and now that I have changed phone my locked notes are not opening anymore... It is always asking for a password but it is neither my passcode (old) nor my apple id password... Is this password one of these or is it something that you had to create specifically for the notes? Thanks!
i have lock my note password and it don’t not reset I have try so many times and i have iPhone 6 Touch ID is not working so please help me to reset my password because in that I have store rest of password so plz help me
After opening an email from someone in my phone contacts list It turned out to be malicious as the person who had sent was unaware his details had been taken and were being used improperly- result meant I changes my passwords for Appleid and several others quickly, however there was a possibility that I might still suffer loss of data from my notes - so since there were only two sensitive notes with all my relevant data both on my iPad and only one on my phone I decided to protect the iPad notes with passwords (not cloud items), what a mistake. DON’T EVER USE THIS PASSWORD FEATURE as password problems render notes irrecoverable. One day later I find that my new password fails (no mistakes no mis-entering of the password) to open the locked notes, most of my data relates to business accounts, government accounts and banking security so I now face a mountain of work to to work through each loss and recover my own data. I did read the help texts and was careful with checking that the. Toes worked afterwards but...... Murphy’s Law applies!
Sad that there is no double or even triple I’d verification process for the user to recover this password problem and we pay highly for the hardware and software we use.

If you locked your notes after a backup then there is some hope. If you have a backup available that was created by Time Machine before you locked your notes, then you can use the Migration Assistant with that particular Time Machine backup to revert your system. After the migration is completed you will be able to view your notes without a password.
I forgot my password to my notes, and I reset the password. But when I put in the new password it declines it and gives me the same hint for my old password. How do I get a new password on my already existing notes??
The purpose of iCloud is stores your photos and stuff in case you don’t have an SD card to store all your information iCloud stores all your photos your notes and the app and when you back it up in settings it restores your information.
Thanks for trying but it won't let me, I'm completely locked out.
I have an iPhone 8 Plus which only has Touch ID and I've tried to guess the password too many times so it doesn't even give me an option to use my Touch ID.
The only reason why I haven't remembered this password for the note is because I've only ever had to use my Touch ID and the hint says iPad Password but I have literally tried every single password I have thought of and I am getting very frustrated.
Is there any other way to remove the lock?
Do you REALLY think of it was that SIMPLE there would be this many threads on the subject???
Yoire definitely miserable & misery might like company.... but I ain’t the one.
Stop spreading your negativity!!!
If you don’t have anything nice to say, then ay Nothing.
Geez.
Literally THAT SIMPLE
easy peasy
The same thing is happening to me.. when i create the notes they ask for touch Id .. and now when I want to view notes they are only asking the password (which i dnt know) not the touch id ... please help

Hi, I am struggling with this issue too. Could you perhaps explain your solution in just a little more detail?
The "Apple Recommended" post at the top of every page has fairly detailed instructions.
