Where do I find the cookie settings?

A website said my cookies were blocked, so I couldn't use the site. I went looking, and can't find it anywhere. I am using MacOS Sierra 10.12.6

Everything I find says to go to:

Apple>Preferences>Security & Privacy

However, there is nothing at all like cookies there. Help?
