If you or someone else enters your password, security questions, or other account information incorrectly too many times, your Apple ID automatically locks to protect your security and you can't sign in to any Apple services. You can unlock your Apple ID after you verify your identity.
If your Apple ID is locked for security reasons, you might see one of these alerts:

After you change your password, you might need to update it in your iCloud settings and in any Apple services that you sign in to with your Apple ID. Learn more about your Apple ID and where you can use it.

If you cannot fix it with the above link there is a link in the last paragraph to contact a real, live Apple security team.
Many, many times iTunes simply needs you to update and confirm your billing info, which in turn, helps verify your identity also, and the first step is updating your password. After you update it, you should sign in to all of the Apple services you use and on all of your devices (Some update synchronously after signing into some services on one device using your updated info).
This article helps guide you regarding all services that require sign-in & is useful after updating your password in determining/outling which ones are or are not applicable to you:

If you find this doesn't resolve, you need to look into other areas causing the issue or contact iTunes support ~
Was your Apple ID disabled before you changed your password? If it was, see: If your Apple ID is locked or disabled - Apple Support
If it only became disabled after you changed your password, start here: What to do after you change your Apple ID or password - Apple Support
If that does not solve the issue use the first link above.
