Contact Apple support. They can try to verify your identity to see if they can assist you. But if that fails the keys to you account is the security questions.

you can use iphone or ipad run ios 12 and sign in your acount, after sign in apple enabled two-factor authentication

you can use your phone number to turn on it and not use security questions. perfect for you

I solved mine by turning of two factor authentication, that way it canceled the security questions and replaced it with two factor authentication which is way easy. Hope I helped 🙂
