You probably have installed adware. You must remove the adware, THEN remove the profile, and it shouldn't come back. Try doing a scan with the free version of Malwarebytes: http://malwarebytes.org/mac.

It should be under "utenti e gruppi" for you. Look for a profile you don't know

Go to Safari Preferences/Extensions and turn all extensions off. Test. If okay, turn the extensions on one by one until you figure out what extension is causing the problem.

I personally checked the problem, in this case it had to do with parental controls (on an administrator account...).
Just disabling them solved the issue.
okay, I've found something.
In this thread https://discussions.apple.com/thread/5651631?answerId=24079497022#24079497022 there's a code line in Terminal that prevents changing the Homepage:
sudo dscl . mcxset /Users/USERNAME com.apple.Safari HomePage always -string "ADDRESS"
I've tried it out changing USERNAME for mine and ADRESS to "www.apple.com" and works properly after restarting the mac.
So if there's an option to block the HomePage adress in Safari, there might be a code line that unlocks it (I'm not a developer so I don't understand almost anything).
