Go to system preferences / profile and delete the profile "set safari homepage..." using the - (minus) sign down the window. Then you can change the homepage!

It should be under "utenti e gruppi" for you. Look for a profile you don't know

My mom is having this issue, but there is no Profile tab on her Systems Preferences.

I personally checked the problem, in this case it had to do with parental controls (on an administrator account...).
Just disabling them solved the issue.
