OK, so the article I linked indicated that you should have been asked when you upgraded to iOS 9.3 if you wanted to use iCloud. You could have said yes or later. But, you are indicating that you now have iCloud Drive set up on your iOS device under:

Settings>tap your name at top>iCloud>scroll down to make sure that iCloud Drive is turned ON, and that iBooks just below that is also turned ON.

Have you checked in the Files App (used to be called iCloud Drive App) to see if the books are showing there with a cloud next to them?) If so, then you can download those, and they should then appear in the iBooks app.

Do you have enough iCloud Storage to house the data? You get 5GB free, but if the ePub books take up more room than that, you will need to increase your iCloud Storage: iCloud storage upgrades and downgrades - Apple Support

Please go through the article step by step to ensure that you have everything set as required in the article: Use iCloud Drive or iBooks to access your PDF files, ePub files, and books - Apple Support

This would be for your iOS device and iCloud only, if you are running a PC.

A PC would need to have iCloud for Windows: Download iCloud for Windows - Apple Support

Then, not sure if you have files on the PC that you also want downloaded, you may have to move them to iCloud Drive manually.

When I plug in my iPad and click on the icon for the Ipad. Then click on photographs as per the above image I don't get the folders or tick boxes or even the options about synchronising. I get a message that says: iCloud photos is on!!! and underneath Graham-ipad can access photos in iCloud (I know that!!!) then photos can be download (great!!). But I don't have the tick box type option that I used to have as per you above image. No wonder Apple/iPad/iTunes is driving me nuts. This all started with the latest update to iTunes that removed the books option. Ok so I can now download books to iBooks via iCloud/iDrive etc. But why what was wrong with iTunes and all things in one place - Mr Apple. Sorry I am seriously beginning to think about purchasing an Android tablet rather than upgrading to a later iPad Pro.

Right. As I stated in the first post back to you, you do not have to use iCloud Photo Library. But if you want to sync, then you have to turn it Off. Settings>Photos>iCloud Photo Library = Off. It's one or the other. Sync via iCloud or sync via iTunes. This is exactly the way that Contacts and Calendars work and have worked since iOS 5.

I have turned off (un-ticked) photographs in iCloud settings. But I still do not see the tick box selection under photographs on my iTunes as I did before. It still says iCloud photos is on??? This whole saga since Apple deleted books in the latest iTunes is taking loads of time to resolve for me. Ok so I am not that familiar with Apple, iTunes, iCloud but I do have a background of UNIX, network engineer and have taught myself MS Windows. My son said that what Apple sold was functionality to make thinks work smoothly for the user. But I am still not getting very far with all of this despite the helfpul advice from the Forum. So how do I get the photographs back to where I could see my albums and tick what album or photographs I wanted on my iPad via using iTunes and not the iCloud/iDrive etc.???

As I indicated in my post, you need to go to Settings>Photos. You will see the iCloud Photo Library at the top of the screen.

Also, you probably want to make sure you have closed the iTunes app on your computer, the re-open it after the setting is changed.
