Something is weird here. I have an iPhone-7 and the screen goes edge to edge. The "missing" keys allow the displayed keys to be larger than they were previously. All missing keys can be located by touching the 123 button.
Here's what mine looks like.
You missed it when someone mentioned it above. The reason that you don't need the cursor keys is because you can now use the entire keyboard as a touchpad surface and put the cursor anywhere that you need to. To activate the touch surface, push hard & hold anywhere on the keyboard,The keys will dim and you have complete control for placing the cursor.

I've never used the arrows for text editing on my iPhone. I find it much easier to position the insertion bar right where I want it with my finger. I say that not because my way is the "right" way but rather to point out that your need for arrows isn't the "right" way either. Pages and Keynote don't require arrows; you do. And that's fine. Someone's probably going to be unhappy whatever decision Apple makes. I had a real problem with the old keyboard. I was always hitting a key on the left and deleting everything I'd typed. For me, this less busy keyboard is perfect.
Again, Apple does give you the option to install third party keyboards. There are a ton of them out there to suit just about every taste, need and desire.

I'm having the same problem on my brand new iPhone 7plus. One of the reasons I bought the 7plus was because of all of the extra options on the landscape keyboard. NOW THEY ARE GONE!!!!!!!!!!!!!!!!!!!! Not cool, Apple. Not cool at all.
And now I find that if I tap the gray area on the right side it presses the "p" key. On the left side if I tap the gray area it presses the "q" key. This leads me to believe that this is indeed a bug.
Same problem since the iOS11 upgrade on my iPhone6... In particular, the lack of arrows to go forward and backward is severely slowing down text input and editing. Try to remove those on a physical keyboard... 😟
The only things that were really removed for the iPhone 6s and above is the comma and period. You don't need the cursor icons because you can long press anywhere on the keyboard to enable the cursor. All other options are still there. Yes, for the iPhone 6 and below, this will be more of an issue.
That's not exactly true. On a 7plus there were many more keys removed. I have big hands and sometimes it is hard to get the cursor exactly where it needs to be. The arrow keys were necessary quite often.
But here's the final word I just got from Support. After a couple of hours on live chat and resetting my phone multiple times and switching to a supervisor, that's the way it's supposed to look in iOS 11. It's so new that the first person I talked to didn't even know. So, flood the feedback people. This is a huge mistake on their part. It's another case of being told what I need instead of them listening to what I say I need.

Hey guys, i have contacted apple support.
have some bad news for us, who has updated to iOS 11.
Support team told me, that this is a new feature in iOS 11. And the keyboard landscape mode looks like the way it should. It's not a bug.
So, just we all need to get used to this great new feature.

Again, that’s for you. Not me. As I stated before, those of us with big hands have a harder time putting the insertion point where we want it. I used those arrows a lot. Not saying you do. I’m saying I do. Just because Apple does it doesn’t mean I have to like it or not say anything about it. I don’t like Kool-aid.

I think I was pretty clear that I was stating my own preference and why. But, to reiterate, no one's preferences is "the right one" and whatever decision Apple makes, someone is going to be unhappy. Unfortunately, this time it's you.
No one here can do anything about the change except to tell you what your current options are. Submit your feedback and explore keys that better meet your needs.
