Apple started releasing iOS 11 around 10a Pacific Time. I kept getting this same message until after that time, but was successful a bit later.
Which exact model is your iPad? Some earlier models are not supported for iOS 11.

Have you tried temporarily connecting your iPad to a Mac or PC that has iTunes and updating it that way?
I don't have a clue as to which model mine is but in settings it is listed as a MD518LL/A and I'm getting the same message.
My iPad is MD523B/A is it not going to update any more?

I love this term, "older iPad". Maybe there should be a new forum for users of senior devices.
So if I am not receiving further iOS updates nor App updates, and obviously I am out of any guarantee period, this would be the right device to try a 'jail break' without any drawbacks, correct?
Our old iPad 2 (from 2012) even does fine watching NetFlix movies. I'm keeping it.
My "model" as shown in Settings>General>About is ME393C/A

That's a 4th gen iPad, it can't be updated beyond iOS 10.3.3
