If you're tapping the buttons in control center, it's a change whereby tapping the icons drops the current connection but does not shut WiFi (or Bluetooth) off; to do that you have to use the slide toggles in Settings.
This is quite handy as you can disconnect from a current troublesome WiFi network without having to remember to reenable it later.
From the iOS 11 manual for iPhone:
This behavior is also covered in more detail here:

Use this one for iPhone:
Yes. Your phone is not functioning correctly. It’s broken. Take it to an Apple Store for repair.
Yeah, that “Ask to Join” is a nuisance. I turned mine off hours after getting my first iPhone. As near as I can figure, that feature is valuable only in very limited circumstances.
The overnight discharge is because you turned WiFi off, forcing the phone to use the power hog cell data. This is especially bad if the cell signal is weak. You’re killing your battery.
It is a great feature, especially to people who use Homekit devices, a feature Apple expects to grow.
Why don't you tell Apple:
If that is how you feel why don't you TELL APPLE
Then you have a defective phone, take it to an Apple Store and get it repaired or replaced.
Then take your phone to an Apple Store and get it fixed until it works as it is supposed to.
Why don't you tell Apple what it is they 'need' to do
If I set up a configuration I want and the phone automatically changes that with my input or notice, my control has been taken away. That a design flaw in the best case scenario.
