If you're tapping the buttons in control center, it's a change whereby tapping the icons drops the current connection but does not shut WiFi (or Bluetooth) off; to do that you have to use the slide toggles in Settings.
This is quite handy as you can disconnect from a current troublesome WiFi network without having to remember to reenable it later.

The phones off switch will do that.
It stops the phone from joining any network, present or future.
There is no setting for that I know of, just the one that keeps the phone from looking for any new network when no known ones are ar
Read the User Guide and you will understand.
It's intuitive because the first time you tap it while running iOS 11 it tells you exactly what it is doing.
As far as battery power saved by shutting off WiFi completely, it's negligible.
I see you didn't bother to read any of the thread you posted to. I realize it's 67 pages, but everything you need to know is on the first page or two.
Guess what apple?! It's not "handy"! Nothing about this update is "handy"! Guess what else isn't handy?? My screen locking up when it rotates. Or, my apps being super slow now. And my favorite, my battery life being super short now. Yes, thank you for making my iPhone more "handy" with your new fancy update.

I don't want my devices automatically turning wifi on like this. I have 2 MacBooks, 4 iPhones & 4 iPads in my house. All of those devices are not being used simultaneously but they all keep turning wifi on & it's slowing down the wifi for the devices we are using. This is not good. Needs to be fixed. I should be able to decide when I turn my wifi on. Or at least have an option to disable this auto feature.
It’s 2017 and we’ve all made it this far with an Apple device. You would think that Apple would give us credit on how to work WiFi lol. It turns itself on 100 times a day since the update. It’s draining my phone and stalling all important apps. I mean of course I went to settings and turned it off repeatedly. Duh 🙄 I hope that they fix this soon!!! I also do work from my phone and this is a complete heas
But this is not a general use case for all users. Generally, control center is for quick access to features. If i have to press 10 buttons to get the wifi to turn off, its a waste.
In my office when I go out to the smoking zone, wifi is very weak. I turn it off and turn on cellular data. To my surprise wifi will be back on in 2 minutes and as the signal is really weak, its unusable.

I used to have to go through hoops at least once a day to disassociate from a bad Wi-Fi hotspot, and now I can do it from Control Center.
I can't remember the last time I needed to shut off Wi-Fi and leave it off.
It’s crazy my bluetooth does this as well. I have turned both wifi and bluetooth off in settings not by the pull up menu and I will get notifications from certain apps that I need wifi for. Some wifi data is limited not everyone has unlimited wifi data this is a problem.
Who’s clever idea was this? It’s in no way a useful feature, if i’ve disabled something i’d expect it to stay that way, not run in the background draining my battery or connecting to things I don’t want it to, seem to be getting a few things wrong lately.

If I had known I would repeatedly!!!! be asked to join random wi-fi networks while using my map app as I drove across LA, I would have never updated the ios on my iPhone.
Talk about extremely irritating.

I certainly do, and I use the new functionality about five or six times a day; I never need to shut off Wi-Fi and leave it off.
