If you're tapping the buttons in control center, it's a change whereby tapping the icons drops the current connection but does not shut WiFi (or Bluetooth) off; to do that you have to use the slide toggles in Settings.
This is quite handy as you can disconnect from a current troublesome WiFi network without having to remember to reenable it later.

Ah yes, so many times change just seems to get everyone up in arms. But the last post that I replied to where they demand this ability, and even took the time to bold the text, they need to remember the ability to turn it off completely still exists. They act as if it has been eliminated, instead of just moved. I can understand that many people use their devices differently, but it seems the users on the side of the fence that want it in CC don't understand others, by the way they get so demanding.
They tell you to disable It but my WiFi cuts on by itself even after I have disabled It. It’s starting to get on my last nerves. I can be in the car riding with my husband nowhere near a connection and it’s on and causing me to not be able to get directions then I have to turn It off. I go to bed at night and wake up to be being on. I really wish they would fix this.
I do have a same issue.
I use wifi at home, I usually turn it off when I get out. And these days sometimes the video I’m watching stops because the wifi turned on, connected to some wifi that does not even allowed to public use.
Apple, please let us turn on and off wifi by ourselves.
We are not stupid, we all know where we should turn on the wifi or not.

I have a same problem.
The reason why we cannot get directions, when we turn it off (or pause) from the control center when we start, and it comes back on in the middle, and try to connect to some public wifi from the bus or some store neer, and when it connected to some wifi that needs more authorization process, it cannot reciece any data.
Has this issue been addressed in the new iOS update 11.1???
Seems to happen anytime WiFi is detected by phone.
Either way, successfully turning it off shouldn't be based on how you do it. Why have it as a command with 2 possible routes when only one works. Also, this has never been an issue before with proceeding iOS versions.
I'd say it's clearly a problem that should've been addressed in the 11.1 update which, I hope so, as I'm updating now.
We all know it is working as Apple intended. We are simply saying it is uncomfortable for some people, so please let it has a option for us to choose to turn it completely off from the control center. Do we have to shut up because we have to obey to what Apple intended? It is obvious thing to complain about some fuctions that is not comfortable. I repeat just in case you didn’t understand, we are not saying what it does now is an error, we are saying it is simply uncomfortable. Understood?

Just proves how ill-informed you are. They simply CANNOT access your date via an open Wifi or Bluetooth radio. They've NEVER been able to do that. If this is truly your fear, you shouldn't own a cell phone. If anything you are much more vulnerable via the cellular radio in your phone, which I have to believe you have on at all times. After all, it's a phone and without cellular on, it won't ever ring, nor would you make phone calls.
Before you make wild accusatory, ill-informed statements, perhaps you should know a bit (you don't have to be an engineer) about what you're saying.

You are seriously misguided. Apple cannot access your phone or data over Wi-Fi. Whether it is connected to a network or not. Period. End of real facts.
HOWEVER, your cellular carrier and various agencies of the US government (NSA, FBI, DHS) have access to all of your phone calls and all of your texts (EXCEPT the texts you send using Apple's iMessage - appreciate the irony), your location as long as your phone is on (Wi-Fi on or not). Yet you still use a cell phone. Very strange for someone concerned about outsiders accessing your data anytime. Completely illogical. If you are so concerned you should get rid of your cell phone immediately. And don't make landline phone calls either.
Do you drive a car? Did you know that there is a master database of all vehicle license plates that is updated with your location every time you pass a law enforcement vehicle, a repo tow truck, use any toll crossing or toll road, pass a speed camera, or red light camera, or just security cameras?
BTW, your namesake, Lee Child's fictional Jack Reacher, knows all of this. That's why he only uses cash. Doesn't carry a cell phone. Uses only borrowed vehicles. Doesn't have a permanent address. Keeps moving from place to place. However, I met Lee Child at a thriller writer's convention two years ago. He DOES use a cell phone.
That is why I like the fact that my Apple Maps will update where I park my car based on the information in my Navigation system on the car. And the Hyundai App on my phone will also let me remote start it, turn the heat up, and flash the lights and horn to help me find it. I can also use the app to set the timer from my parking meter to remind me when I need to top that off too. What did we ever do before?!? 😕
I don't think that's the point here man. The point is that they implemented an orthodox method without consulting anyone (as usual) that generates more doubts than answers.
iPhone and Apple products were known for having the best user experience devices in the market... now it seems they are just trying to run against the flow (for a while now, I must admit).
BUT, for the sake of the "update", let's say this would be a good way to implement that (taking by the fact that most cellphones nowadays have a battery life of just a day), why wouldn't they allow any other method to turn off this things easier?
You see, I like Apple products because they are among the safest ones with the less bugs available, but now it seems to me they just want more and more beta testers.

WiFi here at work isn't bad. However, I don't like to use it for streaming music or doing a lot of downloads as that seems like using a lot of university resources for personal activities. The ability to disconnect from the network easily has been fantastic.
I'm on Wifi pretty much 24 hours a day. Our work Wifi is great. I'm Wifi at home. I'm on Wifi at Starbucks and my brother's house. Pretty much the only time I'm not on Wifi is when I'm driving or in a restaurant/grocery store. But I learned long ago that location services are enhanced if you don't ever turn the Wifi or Bluetooth Radios off, so I haven't turned either off in years now. And I get a full days use on a single charge of the phone's battery. I charge while I sleep and never worry during the day.
