If you're tapping the buttons in control center, it's a change whereby tapping the icons drops the current connection but does not shut WiFi (or Bluetooth) off; to do that you have to use the slide toggles in Settings.
This is quite handy as you can disconnect from a current troublesome WiFi network without having to remember to reenable it later.

Yes, that’s what I want it to be. A binary switch. It can be enhanced to add a third mode, but off should be off.
Agree on your point on writing to Apple for this :-)
I always forget #4. Of course, I don't remember the last time I turned WiFi off.

What WiFi problem? If you turn it off in settings it is off.
Please read the bazillion previous posts with explanations of how you can do what you want.
How are you turning it off? There are 3 ways to turn off Wi-Fi:
If you use any of these three Wi-Fi will stay off. The button in the iOS 11 control center is a new feature that just disconnects from the current Wi-Fi network.
However, when you are driving your location services will work much better if you leave it on.

Yes it's on purpose, it's a feature.
What's the point? At least three or four times a day I connect to a retail or restaurant hot spot that is less than functional on the Internet, and I can instantly disconnect and not have to remember to turn Wi-Fi back on later.
I'm having the same issue. After the new iOS 11 update the Wifi is switching on automatically. I have the Wifi always switched off for a better battery efficiency. Now this was changed with the new iOS which is always turning on and not joining the known network automatically. Always asks to join a network and I have to chose which network (even if the network is known and remembered). I went to forget the network within the wifi settings and tried to re-join the network but its still switching the wifi on and asking which network to join (known or unknown). Also the iOS icons are misplaced when swiping from left to right on the home screen. When I slide to the next page of apps and back then the icons are place back to the correct order. Very annoying and only using it for a week. Hope this will get fixed soon.

That's because you didn't shut off Wi-Fi, you just disassociated from your current hotspot because of the new behavior of Control Center buttons.

I was walking in midtown Manhattan today. There are dozens, if not hundreds of WiFi networks. My WiFi was on. It did not attempt to connect to any of them. If yours does, there is something wrong with your phone, or you have Ask to join networks enabled.
