I have had the exact same problem but have just fixed it by connecting my phone to iTunes via my pc, then select Tones and delete all the purchased ringtones, sync your phone so they are removed from your phone then go to the ringtones selection menu in settings on your phone and select the ‘download purchased ringtones’ option and when they have downloaded back onto your phone, they should work.👍

I fixed it! I went to iTunes and purchased the same ringtones again (I have several assigned to certain contacts) anyway, good news! #1. iTunes recognized that I already purchased the ringtone and did not charge me for it a second time. #2. After they all re-downloaded they started working again. HOWEVER now in my sounds list they all appear twice. Also, after the first one downloaded when I opened up “sounds” before I see the tones There is a heading/link in blue that says “Tone Store” and below that another blue link that says “download purchased tones”

If you follow the instructions completely and delete all ringtones via iTunes all your ringtones past and present should come back on your iPhone after you sync your phone and then unplug it from iTunes, then click DOWNLOAD ALL RINGTONES. Clicking Download all ringtones without deleting them from the phone WILL do you NO good.

I figured out how to change- I went into itunes and hit purchase for my ringtone. When it pulled up I selected set as default. After that when prompted to pay it said I had already purchased and asked to download. I downloaded again and it worked! Hope this helps!
This has genuinely worked for me and Apple store what you have purchased in their records. If you Restore Ringtone Purchases from the ringtone menu on your phone they should all download back on your phone without you buying them all again. This is only if you have bought the ringtones from iTunes though.

this worked for me. I searched for my ringtones on my MacBook, and dragged them all onto the desktop (all .m4r files). Then I connected my phone to my MacBook, and manually dragged each file onto the phone icon in iTunes. Now all my ringtones are back and working. This might work for sone of you.

I followed advice from a couple of posters. I hooked my phone up to my Mac mini. Went into iTunes and deleted the ring tones and synced my phone. Then I restarted the phone and went into sounds and haptic sand downloaded all purchased ring tones. Working fine now.
I found this post on another stream and it worked for me!

For Tones purchased but no longer available on iTunes and / or for Tones made in Garage Band or privately.
If you have a Time Machine backup from before the updates (sorry unsure for PC):
iPhone - Connect your to your computer / open in iTunes / Select your device in iTunes / under Summary, scroll to the bottom and ensure that 'Manually Manage Music and Videos' is checked / Find and select 'Tones' (bell symbol) under 'On My Device' in the iTunes window.
Computer - Time Machine Backup / 'name of your computer' / Macintosh HD / users / 'your profile' / music / Tones - you will have to scroll through your artist list which will be in alphabetical order and Tones will appear as one of the files.
/ Open the Tones file / All your Tones should be listed there.
Make sure you can see both the file window and iTunes at the same time.
Drag and Drop the tones back on to the iPhone.
Sync the iPhone.
Go to Sounds & Haptics on your iPhone / Ringtone / They should all be listed at the top of the Ringtones.
Your tones will then sound when you select them but they will not work as a ringtone when assigned to the person calling in or a general ringtone selection (ONLY Tones that are available in the iTunes Store will work when assigned for now). What it does mean is; when Apple do fix the issue, your tones will be there for you to use.

I want to add to my previous message that I had problems with two purchased ringtones (on my wife's phone and on mine) - solved both by "purchasing" them again and the point is that for one of them I was charged again, the other one - the button Buy was there, but after pressing it it said that I have purchased it already. Both problem ringtones were fixed. So something is messed up in iTunes Store obviously. "Download All Ringtones" did not help on either phone/account.
