iOS 11 - Scanning function is found on Notes

In my iPhone 7 running iOS 11, the "+" sign is always visible (with or without keyboard showing).

Unfortunately it looks like the OP can't find this mysterious "+" sign. I'd try to give him/her my contribution.

There is no plus sign anywhere in Notes. New ipad pro 10.5. running ios11.01 Also no toolbar above keyboard.

Same with me no “+” sign

Including ICLOUD

When I open a new note on iPhone 7 running IOS 11, there is no tool bar, so can’t press a + sign. Where to now?

Scan a document in Notes

With iOS 11, you can scan documents in Notes. You can also add a signature or manually sign a document. With an iPad Pro, you can add a signature or sign a document with your Apple Pencil.

To scan a document:

1. Open a note or create a new note.
2. Tap , then tap Scan Documents.
3. Place your document in view of the camera on your device.
4. If your device is in Auto mode, your document will be automatically scanned. If you need to manually capture a scan, tap or one of the Volume buttons.
5. Drag the corners to adjust the scan to fit the page, then tap Keep Scan.
6. You can add additional scans to the document or tap Save when you're done.

To sign a document:

1. Tap the document in the note.
2. Tap , then tap Markup.
3. To add your signature, tap , then tap . To manually sign your document, select a tool to use, then sign with your finger or Apple Pencil if you're using an iPad Pro.

I was having the same issue so I contacted Apple Support. It turns out I was trying to use a Gmail folder to scan the documents. I didn't even know I had several folders but if you if you use the "<" in the top left corner, it should take you back to "Folders". From there, click on the "ICLOUD" notes folder and create a new note (bottom right corner) from there. When you create the new folder, you should see all of the options.

If you want to remove other folders from the Notes app, you need to do it in Settings > Accounts & Passwords. When you select the account you want to remove, move the toggle to white for Notes.
