They have different teams that work on different projects. They have different employees with different specialties. Even if they were to stop full development of the Apple Watch and assign them to help a car manufacturer with their firmware, most of them would have no idea what to do.
This is all on the car manufacturers for not updating their firmware in time for the new iOS. Yes, I acknowledge that it worked before and that iOS essentially "broke" the connection between the vehicle and the phone, but it is the vehicle manufacturers that are responsible for updating the firmware.
