I had the same issue after I wiped the drive on my MacBook Pro. When you wiped the drive you selected the wrong format. All you need to do is simply go to disk utilities and erase the drive again, but this time select APFS (Encrypted) rather than just APFS. You may now click Reinstall macOS High Sierra. Side note, make sure you have internet connection in your status bar.
On the right upper corner turn on your wifi network?
I had the same and found out it dropped my Wi-Fi network. Check top right corner to be sure you are connected to the internet. Solved my problem.
That solved it for me too although it doesn’t make sense at all! I had a second admin account already so I went through that.
Dear CB Anon
Thanks for you too much
Now I’m not have any problem in my settings Serria

Thank you, I didn’t even think to look at that. Tried the whole changing date thing and wasn’t working. This did the trick, thanks heaps.
I tried it but the screen later shows a circle with a line crossing it like this🚫
Its been months now, did it work?
This solved it for me -- older MacBook that must be losing the date when powered down. Thanks! Never would have thought to check this.
You are a genius Sir!
Resetting the time didn't work for me. This did>
